ParliaBench: An Evaluation and Benchmarking Framework for LLM-Generated Parliamentary Speech

Parliamentary speech generation presents specific challenges for large language models beyond standard text generation tasks. Unlike general text generation, parliamentary speeches require not only linguistic quality but also political authenticity and ideological consistency. Current language models lack specialized training for parliamentary contexts, and existing evaluation methods focus on standard NLP metrics rather than political authenticity. To address this, we present ParliaBench, a benchmark for parliamentary speech generation. We constructed a dataset of speeches from UK Parliament to enable systematic model training. We introduce an evaluation framework combining computational metrics with LLM-as-a-judge assessments for measuring generation quality across three dimensions: linguistic quality, semantic coherence, and political authenticity. We propose two novel embedding-based metrics, Political Spectrum Alignment and Party Alignment, to quantify ideological positioning. We fine-tuned five large language models (LLMs), generated 28k speeches, and evaluated them using our framework, comparing baseline and fine-tuned models. Results show that fine-tuning produces statistically significant improvements across the majority of metrics and our novel metrics demonstrate strong discriminative power for political dimensions.


State of the Art in Text Classification for South Slavic Languages: Fine-Tuning or Prompting?

Until recently, fine-tuned BERT-like models provided state-of-the-art performance on text classification tasks. With the rise of instruction-tuned decoder-only models, commonly known as large language models (LLMs), the field has increasingly moved toward zero-shot and few-shot prompting. However, the performance of LLMs on text classification, particularly on less-resourced languages, remains under-explored. In this paper, we evaluate the performance of current language models on text classification tasks across several South Slavic languages. We compare openly available fine-tuned BERT-like models with a selection of open-source and closed-source LLMs across three tasks in three domains: sentiment classification in parliamentary speeches, topic classification in news articles and parliamentary speeches, and genre identification in web texts. Our results show that LLMs demonstrate strong zero-shot performance, often matching or surpassing fine-tuned BERT-like models. Moreover, when used in a zero-shot setup, LLMs perform comparably in South Slavic languages and English. However, we also point out key drawbacks of LLMs, including less predictable outputs, significantly slower inference, and higher computational costs. Due to these limitations, fine-tuned BERT-like models remain a more practical choice for large-scale automatic text annotation.


EuroSpeech: A Multilingual Speech Corpus

Recent progress in speech processing has highlighted that high-quality performance across languages requires substantial training data for each individual language. While existing multilingual datasets cover many languages, they often contain insufficient data for most languages. Thus, trained models perform poorly on the majority of the supported languages. Our work addresses this challenge by introducing a scalable pipeline for constructing speech datasets from parliamentary recordings. The proposed pipeline includes robust components for media retrieval and a two-stage alignment algorithm designed to handle non-verbatim transcripts and long-form audio. Applying this pipeline to recordings from 22 European parliaments, we extract over 61k hours of aligned speech segments, achieving substantial per-language coverage with 19 languages exceeding 1k hours and 22 languages exceeding 500 hours of high-quality speech data. We obtain an average 41.8\% reduction in word error rates over baselines when finetuning an existing ASR model on our dataset, demonstrating the usefulness of our approach.


HebID: Detecting Social Identities in Hebrew-language Political Text

Political language is deeply intertwined with social identities. While social identities are often shaped by specific cultural contexts and expressed through particular uses of language, existing datasets for group and identity detection are predominantly English-centric, single-label and focus on coarse identity categories. We introduce HebID, the first multilabel Hebrew corpus for social identity detection: 5,536 sentences from Israeli politicians' Facebook posts (Dec 2018-Apr 2021), manually annotated for twelve nuanced social identities (e.g. Rightist, Ultra-Orthodox, Socially-oriented) grounded by survey data. We benchmark multilabel and single-label encoders alongside 2B-9B-parameter generative LLMs, finding that Hebrew-tuned LLMs provide the best results (macro-$F_1$ = 0.74). We apply our classifier to politicians' Facebook posts and parliamentary speeches, evaluating differences in popularity, temporal trends, clustering patterns, and gender-related variations in identity expression. We utilize identity choices from a national public survey, enabling a comparison between identities portrayed in elite discourse and the public's identity priorities. HebID provides a comprehensive foundation for studying social identities in Hebrew and can serve as a model for similar research in other non-English political contexts.


Affective Polarization across European Parliaments

Affective polarization, characterized by increased negativity and hostility towards opposing groups, has become a prominent feature of political discourse worldwide. Our study examines the presence of this type of polarization in a selection of European parliaments in a fully automated manner. Utilizing a comprehensive corpus of parliamentary speeches from the parliaments of six European countries, we employ natural language processing techniques to estimate parliamentarian sentiment. By comparing the levels of negativity conveyed in references to individuals from opposing groups versus one's own, we discover patterns of affectively polarized interactions. The findings demonstrate the existence of consistent affective polarization across all six European parliaments. Although activity correlates with negativity, there is no observed difference in affective polarization between less active and more active members of parliament. Finally, we show that reciprocity is a contributing mechanism in affective polarization between parliamentarians across all six parliaments.


Analyzing German Parliamentary Speeches: A Machine Learning Approach for Topic and Sentiment Classification

This study investigates political discourse in the German parliament, the Bundestag, by analyzing approximately 28,000 parliamentary speeches from the last five years. Two machine learning models for topic and sentiment classification were developed and trained on a manually labeled dataset. The models showed strong classification performance, achieving an area under the receiver operating characteristic curve (AUROC) of 0.94 for topic classification (average across topics) and 0.89 for sentiment classification. Both models were applied to assess topic trends and sentiment distributions across political parties and over time. The analysis reveals remarkable relationships between parties and their role in parliament. In particular, a change in style can be observed for parties moving from government to opposition. While ideological positions matter, governing responsibilities also shape discourse. The analysis directly addresses key questions about the evolution of topics, sentiment dynamics, and party-specific discourse strategies in the Bundestag.


Elite Polarization in European Parliamentary Speeches: a Novel Measurement Approach Using Large Language Models

This project introduces a new measure of elite polarization via actor and subject detection using artificial intelligence. I identify when politicians mention one another in parliamentary speeches, note who is speaking and who is being addressed, and assess the emotional temperature behind these evaluations. This maps how elites evaluate their various out-parties, allowing us to create an index of mutual out-party hostility, that is, elite polarization. While I analyzed polarization data over the past four decades for the UK, and two decades for Hungary and Italy, my approach lays the groundwork for a twenty-year, EU-wide time-series dataset on elite polarization. I obtain the results that can be aggregated by party and quarter. The resulting index demonstrates a good face validity: it reacts to events such as electoral campaigns, country- and party-level crises, and to parties losing and assuming power.


Multi-aspect Multilingual and Cross-lingual Parliamentary Speech Analysis

Parliamentary and legislative debate transcripts provide informative insight into elected politicians' opinions, positions, and policy preferences. They are interesting for political and social sciences as well as linguistics and natural language processing (NLP) research. While existing research studied individual parliaments, we apply advanced NLP methods to a joint and comparative analysis of six national parliaments (Bulgarian, Czech, French, Slovene, Spanish, and United Kingdom) between 2017 and 2020. We analyze emotions and sentiment in the transcripts from the ParlaMint dataset collection and assess if the age, gender, and political orientation of speakers can be detected from their speeches. The results show some commonalities and many surprising differences among the analyzed countries.
